Title says pretty much. Idea is to restrict /duty for people who don't posses passport and license. I think this will gradually decrease Police abuse. I think it's really understandable.

Denied due to Argonath Vision's one purpose is to keep fairness between regulars and newcomers.

2.   Argonath gives equal rights to new, experienced and admin players. We do not discriminate between players, and having admin rights or being a long time player does not give any of our players rights to act as better, higher or having more status as another.

5.   Argonath leaders will accept new rules and scripts only if they fit the vision. If any suggestion is limiting the possibility to play for new players, strives to give advantage to more experienced players, or creates a more complex rule that would make it hard to understand or follow, it will be rejected, regardless of how much support there is from the community

When new person finds out how to go on /duty that literally endangers other citizens ( Officers too ). But, as it says in this quote, this idea can't be accepted.

This idea was accepted before somehow for 1 week then it got removed for being against Argonath Vision, it was too helpful to be honest.

I think it wouldn't turn down people's will to play, quite the opposite. I think people would take everything a bit more seriously in that case.
