iOS 7.1 iMessage and Facetime problems

Good evening,

I've bumped into an unfortunate problem in iPhone 4s, iOS 7.1.
Upon updating to iOS 7.1, I've noticed that iMessage is no longer properly working. It worked fine in iOS 7, but in this version it just doesnt. At first, I noticed that i cant iMessage anyone anymore, whenever I'd open a chat with some of the contacts that i knew were online and available for iMessage, they would appear as a text message, not as an iMessage. I thought that deactivating and activating the iMessage again would help solve this problem , but it didnt. Now it does not even activate. It keeps being stuck on "Waiting for activation" and nothing happens.

Then I also have a problem with FaceTime. My brother and pretty much everyone can FaceTime me, while I cant facetime them. Whenever I want to, it says "... is unavailable for FaceTime" even though theyre on wifi. Help?
