every time i start the game all the graphics setting are at low
and i need to restart the game to make the setting take fact

Check if you have commandline.txt in your game directory. Maybe its set to low there.

It is a notepad .txt file called Commandline.
When you open it, it's something like ... Here's mine:
-nomemrestrict
-novblank
-detailquality 1
-percentvidmem 2050
-noprecache
-dx9
-availablevidmem 2
-minspecaudio
-refreshrate 85
-framelimit 0
-noswapdelay

I'm not sure how could that help. :/

The author might even make you a custom commandline if you give him your hardware specs.
