Radical temporary measures are required such as banning travel to certain areas or even banning travel completely until the virus is contained sufficiently so it will not spread.
Right now Sierra Leone's attempting to do a 3-day shutdown, with 30,000 volunteers combing through the population to find infected & educate others. Already there are reports of citizens disobeying the shutdown, and I doubt it's going to work.
A month ago, Liberia had orders to
shoot on sight anyone trying to illegally cross the border from neighbouring Sierra Leone who shut its border a while ago.
If you really want to get radical, you're going to have to perform city-wide quarantines like those you see in movies to even make an impact on stopping the spread.
