Well, officially they cannot, however, if they show good potential, activity and would actually become a thing, cooperation with ARPD might be a possibility in the near future. There used to be a group like this called Argonath Defence Force. They were active and professional enough for the ARPD to open a cooperation with them and they were allowed to help SAPD in certain cases.
