Cant Send Perosnales Messages

When i Try To Send Some One A Personale Message I cant 
They Say This : 
An Error Has Occured!
You are not allowed to send personal messages.
Please What To Do ?

You mean by "can't send personal messages" that you can't send PM's in forum, or in-game?
I heard that problem from someone before, and I hope you find a solution for it. You can also contact forum managment, they will help you.

i Think it happens with new player. who create new Forum account.

Since you have 10 posts, you are considered a new player and therefore you are limited in sending personal messages. Try being more active on the forums and the limitation will go away eventually.
