Since when does MGI own the entire desert?

This is a picture of me when I just had finished a phonecall and SAPD rolled up and forced me to leave or otherwise I'd get detained.
I thought MGI owned the extended AREA51 and not the entire desert around it? How come I, as citizen of Fort Carson are not permitted to cruise around in the lovely desert I bought a home at to get away from the abusive SAPD?

To be honest I can't understand why such an inactive 'group' has control over one of the biggest roleplay assets in the game, used by numerous groups over the years, ADF, AA, USAA, AAF, all of which were allowed access freely, and now nobody can enter? Let alone enter the area OUTSIDE the fence? I think it's down right disgusting TBH, MGI should have a HQ mapped elsewhere, especially if they cannot even keep up a basic amount of activity or even create the slightest bit of RP when they are actually in-game (flying Hydras and Hunters around isn't RP).

@Emmett MGI restricted area is after crossing that fence, the surroundings should't be restricted. As corporal of the MGI I'm unaware why you got detained by the SAPD, you should get in contact with a Captain regarding this issue.

Up to an hour prior to that moment, a lot of people have been creeping around, doing stuff that would make people think about the term cophunting. I was at the base at the time you took that screenshot. I have observed you circling around the base once or twice, stopping and aiming something that looked like either a firearm or a camera. Since i was unsure of your intentions, i requested the SAPD to check it out. I have not told them to send you away, merely just to make sure you weren't doing anything wrong.

To clarify for everybody, everything within the fence line is off limits, wether it be on foot, or in the air. It's common sense that, if you stay within radar range, actively taking pictures, or doing anything other than passing through, people will start wondering what you would be doing. Expecially if you stand on top of higher ground without clear intentions, aiming an object that could possibly be a weapon.
