Good job guys, thank you! This really helped fix the issue, because my Steam file location.. The Registry key had the game at the Steam file original location, I moved the folder a few months ago (to make space for my main harddrive). This basically helps fix the current issue, thank you for finding a fix.
Note:
In the Registry key, Rockstar Games was already created for me and it's 'Install Path' is there, all I really needed to do was modify the file location address where EFLC is and it will work.
