Cant Get IVMP To Work

I cant get my IVMP to work, the GTA IV im using is genuine and downloaded via steam.

I followed these instructions:
Install GTA IV,
Install Update 1.0.7.0,
Install IV:MP T3,
Download and install xliveless,
Run GTA IV Single Player at least once.

Still IVMP does not launch, i get a black screen for 1-2 seconds then it closes with no message. I have also tried launching the game in XP SP3 compatibility mode, 640x resolution + administrator mode.

System Details:
Microsoft Windows 10 Pro (build 14393) (Locale 0409), 64-bit
I7 4790K @ 4GHZ
R9 290X
8GB DDR3 @ 2133MHZ

Go to you game directory.
In that find LaunchIVMP.
Then right click on it then properties and in that select compatibility.
Then tick as shown below:
(Disable display scaling on high DPI settings)



Then Apply and OK.
Run the game now and u will be fine.

Tried using the search function? IVMP Support is a board full of topics where people had issues with steam and windows 10 and most of them found a solution.

I already have "disable display scaling on high DPI settings" enabled, IVMP wont launch with it enabled or disabled, i have tried many different settings (shown below) and still the issue persists.
