Have you installed GTA:SA at it's default installation folder? (C:/Program Files/Rockstar Games/GTA San Andreas)
Have you installed SA-MP fresh and configured the installation folder as above? (SA-MP window, 3 icons left from the username field options)
Have you tried setting gta_sa.exe to admin rights, + running SA-MP with admin rights?
Have you tried deleting gta_sa.set ? (C:\Users\Your Username\Documents\GTA San Andreas User Files)
If you have Steam version, make sure to downgrade the game using the patch found at SA-MP.com
