Jokes aside, I actually like the Scandinavian system IRL and dislike paying tax as much as the next guy. But I understand the need for Argonath's current tax system on properties. Keeping your house is a benefit, and tax is a check that prevents your benefit from becoming excessive, which means being at the expense of active players if you are inactive*.
If you have a high tax, that's because you have an expensive property, and the presumption is that people who can afford to buy an expensive property should be able to afford to keep it. (With 30k in monthly tax, I assume your properties are expensive) In fact, the more progressive the tax system becomes, the more cost will be placed on rich players and expensive properties.
As for churches, you could say that the buildings were initially placed there for irony, since a city full of Casinos with scantily-clad women as mascots isn't exactly a paragon of virtue. Given the city's size, IMO 2 churches (one big, one small) is already okay. It's up to HQ whether to convert the "excess" churches into other buildings, or let them stay as they are. Though as Astaroth said, players are always welcome to pitch ideas, or apply as Mappers.
Regardless of your opinion on the quality of RP, I'm sure you can agree that Argonath is full of creativity, if you look at forum topics, RP backstories, and players finding new ways to get around rules

at least it can be put to better use.
(* Except for some odd folk who only login when it's time to pay taxes, but I think they're more of the exception than the rule)
