It has come to my recent attention that the rules set by the group administration/Management are being ignored and enforced selectively. This might be due to miscommunication/outdated information or many other reasons.
The idea of the topic is to bring an issue up to public discussion, in order for both HQ and the playerbase to consider and resolve together.
First off, I would like to start off with the official forum and in game information listed:

Now, let me bring up the first requirement listed:The group must have a minimum of five people actively participating in the group's activities, people sitting on the member-list, "friends" or "associates" does not count I have so far noticed two groups:


(Reference for Casalesi: The /group ranks, which displayed most of the ranks, showing none of them are hidden)

(Reference for Slayers: Group topic, one of the members listed is not included in the ingame /group.)
I do believe that groups should be reviewed and cleaned up on a regular basis by the responsible people, as this rule is logical and it would make no sense to remove it.

Perhaps update the rule so that in order to have a /group you will need at least 5 players visible in your /group members, so as to consider hidden ranks as well.
Continuing with rule 2:Group topic in the SA:MP section. Why am I pointing this one out? Simple. I tried to request a group, for which a topic was present but not in the Groups/Families section(It was still under the SA:MP board though). So be it, but this leads me to the following groups:


As of today there is no topic on the
SA:MP Groups & Families board for any of these factions(I am sure there are more In Game). Perhaps this requirement can be reviewed/modified/removed to comply with the current vision?
Now, moving on to the next rule:You must have a founder which is not a leading member of any other group. For the sake of being reasonable with the interpretation, I will also refer to the mentioned:
You may only have ONE founder per group, meaning people with the in-game rank of 100 group wise. (Exceptions being Government groups) Exceptions for Government groups have been noted, however there are a few other examples. (I suppose comes due to Gandalf and the other members of the owners having control of GOV groups? Not sure. It is also very borderline to interpret the two rules regarding GOV groups having more than one Founder.)




My suggestion would be for the rules and requirements to be revisited or removed. When the HQ was reformed earlier this year, there were multiple changes to the requirements and rules for groups. It seems that unfortunately, this is being enforced selectively - as yet there are many groups that do not meet the requirements(Ones that do not have a topic on the SA:MP Groups & Families board and ones that are not active as a group, rather have members who are actively In Game). Another thing is that some(the above mentioned)
official and
recognized groups do not meet all of the requirements and rules for having a scripted /group themselves, but they do have one and it is official/recognized - giving them benefits over other groups which abide by the rules and requirements. The solution I could propose is bringing the Group Management Team back as an idea and recruiting people to monitor and ensure that the rules are followed and the groups meet the requirements.
Please keep this discussion civil, if I have missed a group it was not on purpose. Some of the /groups have their ranks hidden and for others I am not aware of. If you have any evidence on other groups - forward them to the responsible staff.
I am posting this topic in SA:MP General and using the "SA:MP is borderline unplayable for new players" topic as an example.
