EMS Speed Limit
The old speed limit which turned off the engine was removed. Its now controlled by the game in a more realistic and less annoying form.
State vehicle respawn
Vehicles will no longer respawn if the last driver is closer than 500m. Its almost 5 city blocks for reference.
