If for clans - it is just organizing between clans work...
If for groups - it is Roleplay group then, that would ROLEPLAY between groups as United Nations...
Then you should really clear it up what you mean...

If clans alliance (bad word IMHO) - it should be in clans section...
If roleplaying between groups - in City Hall request...
If independent from other groups - here...

  That is why i didnt apply here - it starts about clans, then includes gangs and then i got confused and put mine on Johns which is simplified immensely.
