Weather forecast

I saw this in one server and it is very cool.
2 minutes before the weather changes, a message is displayed to all players with a weather forecast.
Exemple:
<cloudy sky with slightly chance of rain>
2minutes later
<weather changed to cloudy>
15mins later
<The skies will clear and temperatures will raise>
2mins later
<weather changed to sun>

It seem like a nice idea but when it says a weather forcass it should be like ARVCN(Agronath Vice City News)forcast is going to be sunny to day.And we can add like hurricanes like just cloudy and raining and lightening.
