GTA IV problem (PC)

Hey whatsup, I just bought GTA IV for my PC and eeh... this is a temponary problem, sometimes it ain't there, sometimes it's there.

Evrything works fine, but i have a major sound problem,its like even when i get out of the car,i can stil hear the radio,n if i stop the car instantly also I can hear the horn constantly after I exit a car.
Sometimes when those cut scenes comes and if I skip them I still can hear the speeches..

Now.. this is also a temponary problem, sometimes it won't work..
I downloaded second patch for GTA IV (PC) now the sound bug is fixed but of course it's another f**king problem..
I get hard lag even when I start the game, this is kinda weird couse I have not changed any graphics installs etc. and the game worked perfectly couple of hours ago...
please help me! I need this game D:

Try killing those non-critical processes eating up the CPU and RAM, leave only those whose user name is "SYSTEM".
And what Graphic card do you use?

Guys i started to download GTA:IV
Nd my V.card 1GB Geforce 9400GT
 So well it work fine they told me ur V.Card too big so no diffrent?
is that True or there is something to make it work fine?
