Well, I currently can't log-in either.

I crash up-on join.... i see Argo Rules... "Welcome to Argonath RPG" Textdraw, and I crash...

tried re-locating the GTA SA Installation. but still... :/

2 ways:
re-install game or wait for server restart/car seset... then you'll connect.

Reinstall game. This can sometimes happen if you got corrupt files.
