try to install gta vice city into another location in your computer, or else do some changes in the registry.
just click windows key+R and type regedit.exe
once opened it will appear many HKEY_etc.
HKEY_CURRENT_USER > software > rockstar games > grand theft auto vice city
HKEY_LOCAL_MACHINE > software > rockstar games >grand theft auto vice city.
delete both registries. and reinstall games, this works.
if still not working, its probably a problem with the disc data, or your video card problem
