Here's my last attempt at helping:
Alright, first, open My Computer. Assuming you are using Windows XP:
Start -> On the right, look for My Computer -> Open Local Disk (C:) -> Program Files -> Rockstar Games -> GTA San Andreas.
NOW that you are here (of course, where your gta_sa.exe and samp.exe is), look for this file (it is likely at the bottom, assuming your icons are arranged by name):
"Uninstall_m0d_s0beit_sa"
It looks like:

DOUBLE CLICK IT! Click the "Uninstall" button when you open it. BOOM! Gone.
If, FOR SOME REASON, CANNOT find the FREAKIN' uninstaller!
Start -> Search (right hand side, just above "Run")
Click, on the left hand side, "All files and folders". Then, where it says "All or part of the file name", type in below it:
Uninstall_m0d_s0beit_sa
Then, it will be searched for. Once you see it pop up, run it, and follow the above instructions regarding uninstallation.

The initiative of every computer hacker motivates them to find ANY security hole in ANYTHING. This includes multiplayer games. It all depends on who the person is, if they will abuse the security hole or leave it alone.
