Poll: Appliction to be a cop

Hey guys.
I tought maybe make a poll about this.
I am not against new players but imagine:
A guy starts his SAMP and looks for servers.
He sees Argonathrpg for 140 people, he thinks hmmm 140 people lets join it.
Then he sees it's not a dm server and saw a few cops so he thinks:How to be cop?
He hears to be one at the PD so he enters the PD and go's on cop duty.
He hears to kill orange people without knowing ANY of the rules about it.
So he just walks up to them and kill them even when they surrender.

This happens much and there are also cops who want to earn money and suspect everybody for money and not every admin can punish them because they have enough work to do.
So i tought maybe an appliction to be a cop.
. nothing big just a small appliction where you have to fill in the rules of being a cop and what you can or can't do.
So it would learn the new people how to be a cop, less moan because of new cops and less work and stress for the admins..
What do you guys think of it?
Good idea or not?
