As for houses and other properties, you ONLY own the Interior (Inside) of the property, the exterior (Outside) is still controlled by the state and you have no full power over it.

wRONg, go check "Players ask , owners give answers topic" and search Gandalf specifically detailed explanation on conditions requested for you to be the owner of exterior, area around the house/bizz. ( If you're lazy to go and find it: Fence around the place, or a  compound or any visual barrier )
