i personally think that cops have it too easy so i think they should get delayed deaths

IMO - try some RPing before setting up a warzone. Death delays won't solve the problem.

Just from personal experience, I think that this would be useful in certain situations, while not at all significant in others.
Being a roleplay server, I suppose if people *try* to RP, then they will get somewhere, rather than following the line of the gun.
