I don't think this is the right place to post it, and I didn't know where else to post it so I am just going to post it here. I've had 55 percent warning level for four days now, and it has not decreased. So, is it bugged or what?

Probably not, As you have to set the how much a warning goes down every 24hrs

Depends

As they have to set it

"Warning points to decrement from users every 24 hours
Only applies to users not warned within last 24 hours - set to 0 to disable."
