[Request] For a nice looking Signature

Im looking for a nice signature. Seems most of the requesting topics have been closed for an overload of work, which is understandable. Im willing to pay the person that makes the best signature your choice if you want the payment or not.. Here is the information.

Style: Abstract / Police / SWAT / Administrative Duties
Type: Rotating .GIF
Effects: Please add effects, anything that you believe would make the signature look that much better!
Pictures: For the SFPD - Maybe a nice Skyline view of San Fierro (High Quality), for the SWAT Operative find something relating to SWAT duties (Preferably out of game picture), For the Administration I really don't have a preference, be creative with this one!
Colors: Your choice!

For anyone willing to attempt this you can make the 3 flat signatures, I will make the rotating things if needed! Any help on these would be appreciated!
