How do I adjust my fan speed?

Depending on your motherboard brand and age, you may be able to enable automatic fan speed control over BIOS.

Basic Input Output System.

Depending on the motherboard manufacturer, hit F2 / F12 / Del when you start your PC to enter BIOS.
(when the manufacturer's picture comes up, it should say which one to enter SETUP aka. BIOS)

If you want the fan(s) to go slower, just put in some paper or some dust or something to make the friction higher(High risk of fan stopping work)
To higher the speed again remove the paper or clean out the dust. Problem solved

Not only will you cause severe danger to your components by placing paper randomly inside your case, but you will also stress the fans much
more - making their lifetime a lot shorter and increasing the possibility for them to fail and cause damage to your other PC components.

Isn't it possible with ATI program?

This is possible with programs such as SpeedFan. Although, I think you still need to disable the automatic fan control in BIOS.

If you don't know how to set things up in BIOS, do not touch it. Else you can cause your computer crashes.

the only part of the BIOS thats made for almost anybody to understand is fan control.
so, look through the BIOS for something like that. and its generally in plain english too

I wouldn't touch the fans, because if you mess up say bye bye computer.

What's your PC spec.. only way you can be helped. Jesus Christ, if you don't have simple PC knowledge you shouldn't be messing around with fan speeds IMHO.
