He got the guts to apply at least. I bet more people would wish to have such guts too. And his English isn't the best, it isn't the worst either. School is made for a reason, he is learning. His knowledge of the admin commands is better than nothing. Again, he is still learning. It's better to support and show respect to people instead of making fun and humiliating them.

Generally yes it tends to go in stages, On rare occasions have people been an administrator or more without prior experience within Argonath Administration, Frank Hawk as one rare example.
