Read the title. This will be a command for Situation/Moment . /me is only for something like "STALKER fell down" . And others want from this command something like "There was a voice from the dark" i.e. /c situ(ation) There was a voice from the dark.
Can create too much confusion if used wrong.

Needs to be tweaked somehow

The above accomplishes the same effect, does it not?

Also, I've seen /em (SA:MP's version of this idea) being used for IC/OOC terms, which isn't what it was created for. I don't see this as a necessary addition.

I don't care much for this idea TBH. Even if it was added, I wouldn't use it much.

It's not about getting /EM out of SAMP, it's the fact that /EM (The actual /do) or /c sit in this situation, is a part of roleplay.
For some people let me clear it out..

/c sit Carlock is no longer functional

Accomplishes the same effect. The problem isn't that it's SA:MP ZOMGWTFBBQKFCMCD, but that:
  • The effect that this script accomplishes can already be done with existing scripts.
  • This script will probably be used at first, then decline like it did in SA:MP, and become used for S/F and IC/OOC.
  • You don't see people creating "situations" with existing commands, and this command doesn't give them much incentive to do so.
