Hey Guys/Girls, Ive were wonderin if ya had a Tutorial On Moddin, i'm thinkin of starting makein mods, and probaly post them in tha Moddin topic,

Here is a good place to start.

Also, you'll need Spark Img editor; or some alt. You'll need another program called TXD workshop simply export the TXD individual images; the rest is done in GIMP, Photoshop or some other image editing software and its a matter if you understand/know how to use those programs.

Hit up GTAForums they have a big section dedicated to modding and a ton of tutorials aswell.
