I don't get what's wrong with your IP changing, what does it matter? Besides if you're hosting a server from your home.
Your ISP probably has a dynamic IP system which changes your address every so often.

About the "IP Location" it's more in regards to your ISP, so basically your modem/router connects to your ISP, so basically it's showing where your ISPs location is.
