They do, Almost every android phone has GPU/Video card. Mine has 512MB one.  :devroll:

Nope, it was never 'made' for phone, and plus there's no phone to actually support it.
On the other side GTA 3 only plays good on decent phones like those 2 you stated, on every else it will lag just badly.. and to be honest, I doubt Rockstar will ever make another title other than GTA 3 for phone, it's just pointless since hardly few phones can run and support the game..

Actually by fact impossible because the 512mb memory it holds is shared between both Memory RAM and GPU Memory.. so not 'really' 512mb dedicated to GPU
