I am sure they would have pulled you up about not paying when you called them or sent a letter out stating that you need to pay. They would not cap you that much it is a waste of their time and resources, they would be much better off cutting you off completely.

Use GameBooster, it disables all programs that waste resources and internet, apart from the internet itself and some programs you add exception to

Try to contact your internet service provider and tell them about your problem, they might help you. If you have a cable internet as i do, try to get fiber optic wire it will provide you better ping. If you have wireless internet, there is no solution else changing your provider. Also try to switch off all resources using internet. If you have WiFi, try to add/change password so no one else can use.

This. It seems that your ISP is messing up something, causing insane ping. Call them, explain the situation and hope for the best. Might take a couple of calls before they say anything.

i have the same problem, its ping and dl speed, i can't even open google, and in game when i type a message it takes 4-5min for it to appear. i tried to contact my provider, all i got was : Everything is working fine, ok thanks bye.

That's what you get when you rely on a Moroccan ISP such as Maroc Telecom.

Ironically, that's the one I rely on too! I pay for 4.8mb/s and all I get now is 588kb/s.

It's your provider for sure, if you got everything off in the background running SA then it usually should not get higher then 150 (except Devin, but he lives in South Africa (noany racist here)). Don't forget the fact that Speedtest works with host close to you, you might be the unlocky guy where the cables which go in your house might have been damaged due any event. Call your provider, and tell them that your internet is way to slow (try logging in on your Modem to, http://192.168.1.1/, use that URL, the password is normally admin.

I luckily get between 160-190 ping on European servers, and others around me with the same speed line get 200-300 ping.
It has a lot to do with your location and your local lines.
