Only Law Enforcement has limitation on being imposed a jail sentence, even if investigation by higher staff or FBI could still cover that. All other personnel of Emergency services can be subject to acts from Law Enforcement at any time.That includes negligence of duty should they refuse to follow orders of a staff member or coordinator.
Actually, negligence of duty IS illegal and against all emergency service protocols throughout the United States Of Argonath. The President himself said so:
