The officer in question was simply taken through a "psychological reassessment of sorts" program that is assigned to officers who use deadly force in a situation. He was not suspended or anything.

Brazil is not a safe country to host 2014 WC in my opinion, especially for foreigners, it can be very hostile. Then again South Africa is not really the example of a safe country as well  :D

The problems with hosting the Cup in Brazil are more related to organization than safety. Safety's more-or-less acceptable (not as messed up as South Africa), the problem is that the average tourist comes to Brazil and goes on a spree of things which should never be done, such as walking alone in an empty street at night, walking around with jewelry/expensive things, etc. It is possible to have an acceptably safe stay in the country, but you can't behave like you would as a tourist in Germany, for example. Brazil is a worthwhile choice for tourism, it's just not where you would want to settle down.
