Admins abusing power - Hulk_Delco

just a few minutes ago, i was online, playing. i was walking around and just trying to find something to do, or a gang/drug dealer to pull survaillence on (i am FBI, i was off duty) and i noticed Hulk_Delco standing atop a car with an M4. i approached him, and he aimed at me, so i opened fire. he then decides he is going to use his admin powers, and slap me to take some of my health during the gunfight. he tried using the excuse that i was "not losing health when he shot me" so i told him i was losing health, that it was desync/lag, because he was losing health, but not every shot, because of desync/lag as well.  so he then stops firing, as do i, and i get a car, and leave. he then teleports me back to him, aims at me, and starts shooting at me again, so i return fire and kill him. he then kicks me for supposedly abusing a bug. i think that this is a big problem that admins dont know about the effecxts of lag/desync, and that they would randomly start shooting at me.
