Changing unallocated/primary partition to free space/logical drive.

I wanted to create a new drive of 60 GB so I removed 30 gigs from C drive (primary partition) and 30 gb from D drive (logical drive). Now there was 30 gb of unallocated memory from primary partition and 30 gb of free space from logical drive. When I try to create a new drive using the 30 gb of unallocated memory, it is only able to use the 30 gb of unallocated memory and not the other 30 gb of free space. The same is for the other way.

How do I merge these two 30 gbs and creates drive with 60 gb of space?

Free space is still partitioned. Try removing the partition of free space by defragging that partition and then shrinking it. You should be left with 60GB unallocated, then partition the 60GB into a new partition. GParted is king!
