Incorrect.
You get a 4 star wanted level when you kill someone. You can only confess with a 1 star level. So you cannot confess when you kill an officer or anyone else.

Cancelsuspect was taken away from cops because of abuse. Some gangs would have one member as cop to cancelsuspect them once they got suspected.
Also there would be suspect for 'lol' reasons, and then cancel. If it comes back it will be for captains and chiefs only, and should be used only in case of mistakes.

Being wanted and CHASED you cannot just run into cathedral for confess. You have to surrender in this situation.

Any player who is being pursued by the police and uses /confess is breaking the rules and should be dealt with accordingly. Back to the real world... I know that this is very difficult to enforce so it may be necessary to find a workaround.

Entry to the cathedral must be free or very low cost so making a $1000 entrance fee is untenable. Aragorn or Gandalf, can /confess be changed so it costs the suspect money to use it?

I think the most effective workaround is actually far broader than this. Remove /confess, give cops /cancelsuspect and then restrict the role of cop. The cop position is given as opposed to taken and is a privilege not a right. It is linked to your account so only authorised accounts can select the cop skin. This will ensure that only responsible players get to be a cop, cops who break the rules can then be suspended or fired. Is this technically possible?

But the /confess was made to avoid players having to look for a cop to correct a mistake suspect, and it can still serve that purpose.
Perhaps adding a /bribe command would be helpful.
