I think you took him wrong, but he had a talk with Thomas, 7th grp creator, about joining, but Trane refused to give him the tag.
I know that he is kinda annoying, and you hardly could understand his intention and meaning for his English skill due to his age. However, I see that it wasn't something to get even banned for, atleast you could have warned him for "wasting ur time" or smth.
Anyways, he is apologizing for whatever he had done.

18 punishments in January, 6 punishments in February including the ban.

It's apparent he is unable to follow the rules and what he is told on multiple occasions.
Regarding wasting administrations time refers to him asking for name changes, being told no and requesting changes to other names over and over, lying about leading these "groups" and so on. As well as going to other administrators after one says no.

I still don't see why we should allow someone that has his kind of history no matter what his age he should be able to comprehend a simple set of rules which unfortunately he can't.  Yet when asked about them all all he can muster up is "sorry".

I don't know why you are treating him that way, he didn't mean any imposteration.
However, it's not all about words, it's about actions.
So saying sorry means not going to repeat it, I hope you understand.

He should be more careful in the future and not try to pass himself off as someone else in the community to get past staff members.  He was lucky to not be banned earlier due to his punishment list in January.
