This is how it works: you pick recommended and multiply by 4, then hope it won't stutter.

Any PC you buy should be able to run the game fine.

Gta 4 is unoptimsed so even on a gtx 1080 and an i7 drops will happen, however these build are from Nice to superb depending on how much you can spend.
Cheap 430$ budget build that can run gta iv on highest settings with no problems

If you are willing to pay more i5+1060 (732$)

(You can go with 8gb ram, 16gb is quite nice with a high speed ram, again remember the cpu is strong, gpu isnt that strong . You can xhange the 1060 to a 1070 and see more frams in gta iv )
Anything in between is not adviceable, either you go with a budget build or a budget mid range pc.
High ends are just useless i7 and gtx 1080s they will cost 1600$, I dont advice you to go that path for gta iv only.

Are you kidding me? The more he spends the more games he will be able to play, you are completely wrong at High End builds too.
I recall running GTA IV with Core 2 Duo, 2GB DDR2 Ram and HD6850 almost at high settings over 60FPS+.. GTA IV is a PS3 port to PC so it's completely unoptimized. 3rd or 4th patch (1.0.4.0.) seems to be running the best. You don't need a really good computer to run GTA IV lol.
Any latest integrated graphics card from 6th/7th GEN Intel CPU's can even run GTA V at minimum. 16GB is way expensive and useless if he only plans for gaming.

What are your gaming priorities-needs? 1920x1080 ultra settings? 1680x1050 semi-high? 1280x1024? What monitor do you own and what resolutions do you plan to play at? What other games do you want to run?

These specs are kinda not buyable in normal stores anymore

Actually any Office Computer with a Graphic Card that is actually newly buyable is able to run GTA:IV smoothly on middle specs.

Heres my specs:
i5-4460 CPU
16gigs of ram 1866mhz
Gtx 960 4gb oc eidition
Corsair VS650 psu

All this and I can play on 1920x1080p all high settings with ENB get me 55-60fps.
