Title says all, I have tried running gta.sa.exe on Windows 10, nothing happening, tried opening the server, it crashes, I'll try to get the specific code later. I know that there must be a solution, I can't let Windows 10 divide me from Argonath.

I have tried changing compatibility, reinstalling, and deleting gta-sa.set, nothing helped.

You are not helping us though.. Is it a legit install? Is it the correct version to run SA:MP? Is it Steam? Is it non-steam?
Are you running any anti-virus? Can you run Single player?
