Introduction

The U.S. Federal Bureau of Investigation is the primary federal law enforcement branch of the United States. Agents are trained to gather evidence and conduct covert intelligence operations. We have eyes on the city 24-7. Our pens are mightier than our swords, as with discreet and smart use of information and intelligence, we have brought criminals to their knees before the Court of Justice hundreds of times. Despite working with local law enforcement when required, the U.S. Federal Bureau of Investigation is an independent federal law enforcement agency with its own hierarchy, structure, goals and duties.

With the threats of domestic terrorism, gang violence and the supply and demand of illegal contraband on the rise, we look for the brave and the honourable to step up and serve the United States in the direst and most turbulent of situations, to swear an oath and protect the constitution and imprison those who breach it. FBI training is specialized, designed to kick in when it really counts in the field. Not everyone will make it, but those who are truly dedicated and motivated to serve their country and bear the badge of the U.S. Federal Bureau of Investigation will succeed.

The most dangerous and common start of crime is not inside a syndicate or a mafia. It's your average citizen. It's not an international terrorist, it's those around you. Domestic crime rates are on the rise and are at an all-time high in the nation's history. It is times like this the country depends on the FBI's operation in the fields of intelligence, interrogation and investigation skills to combat crime, and uphold law and order. It is violent crime and white-collar crime that the FBI endeavours to root out from the nation and that really affects you, the people. FBI Director Kowalski

In the Bureau's top job stands FBI Director Kowalski, a veteran of the Armed Forces, ex-police officer, and former detective. Through his dedication to the role and his familiarity with the Constitution, he leads the U.S. Federal Bureau of Investigation with top-quality national defence, standards of justice and innovation in mind. His knowledge and his vast range of experience contribute to the safety of the nation as well as the conduct and training standards to which the FBI is held.

In the Bureau's Command, Special Agent Aiden Harris excels as a veteran of the FBI, a seasoned law enforcer, and a man of principle. Special Agent Harris is renowned for his contributions to law enforcement in the United States with a stunning record, having earned the FBI Director's National Service Medal and continuing to excel in the line of duty. Harris serves as the right hand man to FBI Director Kowalski, who with his vast knowledge base and experience as a law enforcement officer, assists with the upholding of the FBI's standards and quality of service.

STATEMENT FROM THE OFFICE OF THE DIRECTOR





Greetings.

It is by now common knowledge that the Federal Bureau of Investigation has lately gone through a series of events that has resulted in instability and a public reduction in the credibility of Vice City's law enforcement. This is more than understandable given all that has transpired.

As Director of the U.S. Federal Bureau of Investigation, I have personally been forced to defend the actions of the FBI Command Staff before a judiciary. The actions and incompetency of another command member have inadvertently resulted in confusion and a series of occurrences that have reduced the credibility of the Federal Bureau of Investigation in both the public eye and has both undermined and discredited this law enforcement agency. Unfortunately, this has diverted away from the real mission of the FBI and caused uncertainty.

I personally admit that not everything the FBI Command has done has been perfect. However, we've got the big things right. Legislative reform legalising measures to remove contraband from circulation and take hold of the supply and demand by the roots. Measures for the conducting of sting operations and surveillance as an effective means of covert law enforcement. The federal crackdown on corruption is a priority and is central to the role of the Bureau - an operation that has proven very successful and will continue.

As a Director, it is my job to represent the FBI. It is my job to accept mistakes and any unfortunate misgivings that the Bureau ends up subject to. As a Director, it is also my job to strive for better, to innovate, to continue to improve this great law enforcement agency and continue to provide effective law enforcement in the United States. Subsequent to that, I wish to announce a number of things.

First and foremost, the Command Staff of the U.S. Federal Bureau of Investigation will be completely overhauled. Ineptitude in a position of command is not acceptable and is not for the benefit of the people we take an oath to serve and protect. New training protocols and aptitude examinations will be implemented so as to prevent any instances of incompetence from having a detrimental impact on this law enforcement agency again.

Secondly, the FBI Command will be implementing new protocols and regulations to ensure that certain scenarios do not occur again and that we can continue to effectively serve and protect while also abiding by a standard and by the law, both the letter of the law, and the spirit.

Lastly, the Federal Bureau of Investigation will rebuild. The FBI, in all the turbulence it has gone through, will come out stronger, as it always has, always does, and always will. Our mission has not changed. The U.S. Federal Bureau of Investigation's primary operational focus at all times is intelligence and to serve as the primary federal law enforcement branch of the United States. This will continue, and an emphasis on this will now be enforced from the top down.

I lastly want to thank the people. To thank you for standing strong despite us facing down one of the most turbulent periods in the Bureau's history. To thank you for standing for law and order. To thank you for not losing faith in our institution.

Today is where it begins. Today is where we begin to rise once again. We have a long road ahead.
However, long hauls are no match for the U.S. Federal Bureau of Investigation. We've stared down tough calls to action before. We'll do it again. It starts here and now.

THE WAR ON DRUGS

The Federal Bureau of Investigation wishes to announce the War on Drugs. The War on Drugs is a campaign by the United States to reduce illegal drug trade. Contraband circulates Vice City, and narcotics have also taken hold of the state. It is well known that narcotics have a strong influence on people who get their hands on them. This is notable by high-standing public servants who have been convicted of substance abuse. Narcotics are a danger to society and to the health and safety of the people.

Subsequently, the FBI notes that narcotics are addictive. We also note that people who use narcotics are a lot of times victims of their addiction. Reckless choices to use drugs will be targeted as they have been in the past, however, we also acknowledge that a major issue in this state is more so the supply than the demand. The Bureau will be targeting the supply of narcotics in the state and in doing so, aims for a reduction in drug crime across the state.

The U.S. Federal Bureau of Investigation will be spearheading the War on Drugs, and the Vice City Police Department will be actively participating in the War on Drugs. Reducing the narcotics in circulation is a priority, and destroying the supply chains that bring these substances into circulation is the strategy that will be employed in achieving this goal.

The FBI also announces the widespread distribution and use of NARCAN across the state. NARCAN is used by medical personnel and law enforcement to counter the effects of opioid overdoses, such as those from fentanyl or cocaine. This may be vital to saving your or another person's life. You can find NARCAN at any hospital and possibly at select pharmacies or dispensaries across Vice City.

Furthermore, as part of the War on Drugs, the following programs are available:

Amnesty:
If you are using, or are addicted to a substance, you may be eligible for amnesty by the Bureau and rehabilitation. If you wish to seek amnesty, you'll need to assist in bringing down the supplier from which you have obtained narcotics. You may also be required to provide an on-record testimony and may or may not be subpoenaed as a witness. However, this may grant you a lighter sentence or fine, or even amnesty from prosecution.

If you have information on the supply of narcotics in the State of Florida, please contact the Miami Division HQ in Ocean Beach, Vice City. Alternatively, please contact the Bureau via the narcotics reports system at [email protected]. If you are in an active emergency, dial 911 immediately.

Rehabilitation:
If you are addicted to narcotics, rehabilitation services are available in the United States and in Florida. Check into your nearest hospital for immediate treatment and seek admission to a rehabilitation service. This will help you to stop using narcotics and may be a chance for you to rebuild your life. Rehabilitation services may also help you to get back on your feet with work - a way to sufficiently support yourself and make you a productive member of society. Strategies may include the hiring of a financial manager to allocate your finances, prevent purchases of alcohol or other substances and help you save money to get back on with your life.

The Federal Bureau of Investigation wishes to reach out to the public with the Crackdown on Corruption. The Crackdown on Corruption is an operation by the U.S. Federal Bureau of Investigation to reduce corruption and prosecute corrupt figures. Corruption has been observed and targeted by the crackdown operation in the prosecution and removal of a former Chief of Police, and the operation continues with the aim of rooting out corruption.

Corruption could be your local officer taking a bribe, involvement with a criminal group or involvement in criminal activity. Any individuals or groups caught engaging in corrupt behaviour will be arrested and prosecuted by the United States. It is noted that the trend of corruption has been in the local police force. While not expected to be a major issue with the reforms that have taken place, the operation will continue to ensure this state upholds the highest standards of conduct.

Operation Crackdown allows for the following public avenues:

Report Local Corruption:
If you are a witness to, or are caught up in, an act of corruption by a local police officer, report it to the VCPD High Command. This is a serious matter and will be dealt with by the department's High Command. It is also likely to result in FBI involvement as the matter is expected to reach a court of law. Corruption is taken very seriously and is of zero tolerance.

If you have information on local corruption, reach out to a member of the VCPD High Command, that being a Police Captain or above. If you are in an active emergency, dial 911 immediately.

Report High Corruption:
If you are a witness to, or are caught up in, an act of corruption by an officer in a High Command position, silently report it to the FBI. This is a serious matter and will be dealt with immediately. High corruption nets the highest penalties and is taken very seriously by federal agents. High corruption is of zero tolerance and will be prosecuted immediately.
