In-game Auction House

Move the auction system, which currently depends on posts made on this board, to in-game.

There would be a special Auction House property close to the courthouse which you can enter, and then you can type a command ( /bid, for example ) to open a UI containing two tabs - one for properties and one for vehicles, each tab contains a list of props or vehicles that are up for auction; you select a prop/vehicle, and then you will see a card containing information about the status of the auction.

For props, you would see the property's ID, property type, name, district, original price
For vehicles, you would see the license plate, vehicle name, original price

For both, you would see the name of the player running the auction (or "the Vice City Auction House", if it isn't player-run), starting price, current highest bid, minimum required bid, date when the auction ends

You'll have an editbox available in which you can input your bid. Once you place your bid, the amount will be reserved from your bank until you are outbid (if you are), and spent if the auction concludes with you as a winner.

You should also be able to send a request to Management to add a property of an inactive player to the auction house via a command. They will then look into it as they currently do, and accept or deny the request.
