Okay go to Pershing Square and enter the big building its the LSPD = Los Santos Police Department. Go to the red house sign and do /enter then when you are inside go to the left room and press /duty and take free cop with space :)

Also if you wish to be higher rank in SAPD, apply on arpd.argonathrpg.com.

You can apply for SAPD and someone will accept you and you will go through the training.
