Im sure you can use it as HQ but depends if its owned by someone, if it is then owner is able to call it as private property and he wont let you to be at the property but goodluck with the organization

Area 51 is neutral area and isn't owned by anyone, I sent PM to the admin who's supposed to make the main decision about groups and gangs, hope he'll login soon.

Area 51 is a neutral area, and cannot be owned by anyone. If you actually attack people for entering, that will be classed as Deathmatching. The one property ever placed there was removed, I believe.

Some say it can't be owned, some say it can. I'm waiting for jcstodds's approval for that, he surely knows if it is or isn't available.

Well, I'm aware it's on Vice City server, but it's not used on SA:MP, so I decided to make so. And yes, this organization is secretive.

  You can use Area 51 as a HQ, however you do not own the land or any buildings, have no rights on the property, so cannot kill/ attack people who enter for 'tresspassing'. You can only attack with a valid RP reason, like anywhere else.
