need help (admins read)

hello, its not about me its about my friend Evgeni[RM].
ok its like this : in the begining he downloaded the R3 client, and the server was "retring info" and ping "9999"
he was told to turn his router/modem off for 30 seconds after he turned off his computer. he did this and server started working.
after few minuts, hes computer turned off by itself. and whene he opend hes computer the name and ping got to "retring info" and 9999 agein.
and that happend over and over agein. he thought its becoase the R3 and he downloaded the R2 client. it was working normaly, but evry time he restarted hes computer, the server and the ping was like before so he needed to turn the router/modem off agein. he did it over and over agein until today, it just stopped working, and i wanted to ask your help, so we will play normaly with R3 clients or ever R2...
