Well, what car were you using?

Usually when I'm in the Hydra/Hunter, I only go after REALLY fast cars, boats or helicopters.

Or if you're in a county and no one is chasing you.

Not true, I have seen/been situations when both Pancher and CBfasi is using hunter/hydra to just kill suspects.

They are allowed to do so only in special circumstances.. you think that they are intentionally trying to kill the suspect, not to destroy the vehicle. For example, if you shoot at a Hydra or a Hunter, the pilot of the Hydra or Hunter is given a license to fire.

The rules are simply as Vince said at the beginning. Hunter/Hydra only allowed to be used to disable a suspects vehicle and if the suspects shoots at you, you are allowed to return fire.

Yeah i think that they should only used against a group of 5+ men, in vehicle / plane / boat.. otherwise i think it's a complete control of the street from cops and is impossible to have a fair run. I can understand of course with such a large group... but if your just evading or speeding, i dont think a hunter / hydra is nessecary.

AS long as it is limited to CBF, Vince, Pancher, and Gandalf + aragorn, i believe it will not be abused and sounds fair... i guess.
