There are Seville Boulevard Families in Singleplayer and has been created several times here before, correct me if I'm wrong, but I don't see why he can't start it. Though I recognize some stuff from former factions of mine and another Seville faction (ran by chrille a few months ago, which used same application and rules as mine), and there are some grammar faults, but other than that, it looks fine.
