As far as I know, the VC:MP developers added it to try to prevent hackers.

We never said mods are not allowed.
Mods that change the handling or the properties of a car to give an unfair advantage can get you banned. That is because you will drive faster as the car admin see on screen can, or take no damage, or auto repair.
If a mod is purely visual, and admins do not see any advantage over others, we do not disallow it. We can not look in to every players computer and check what is installed and how it works.
So its simple, as long as we see no strange things in game, we do not ban anyone. If you install a mod and suddenly the car auto repairs or your cash doubles, you will be banned instantly.

Its your risk.
