How can I downgrade Directx 11.0 to 9.0? I need it to run GTA IV

I have everything up-to-date on my laptop in order to run GTA IV. But when I launch the game, it crashes and says that I need a video card update or I need to reinstall Directx. My video card is up to date, but when I looked that the version of my DirectX, it said: Version 11.0   So can someone please help me?

Ummm.. yeah so whats the problem? lol. Why would you want to downgrade your dx. your video card doesnt support dx 11 or something? or what

every dx is compatible with older versions, meaning dx 11 can run dx 7,8.9,10 and 11 apps just dl dx from microsoft site, if problem persists, try seting compatibility mode
