Maybe sickness can write a guide for people that experience this , althoug more than once its because people are downloading while playing and thats fixed easily

i have hight ping for a reason..
my provider uses sattelite ... so my ping reaches 42 in a brazilian server but others server its goes to 300 =o
my provider is CaboMais wich does not uses router..
i have only one big bargain shit here wich only CaboMais workers can manage the "router"
altrought my ping has reaching about 700.. so the manager did a nice work reducing my ping..

Of course they are people to, but children in Africa can't play at all, so that's not good a comparison.
If you want to play online you have to invest in a proper connection and a decent computer, you get what you pay for.
The whole positive and negative ping story gets me confused xD, but as you noticed its something you made up, a negative ping would mean that you are faster than the server itself, it actually means you would travel back in time .
But anyways, may I ask why you don't play Samp over the cheapest connection available? (I hope so), because you want to invest in a good (better) connection. That's what everyone needs to do when he or she wants to start gaming online. I dive in sparetime and as by many other sports you need to invest for proper gear. I cant go to a diving club and say I am joining up with 80 year old diving gear. They wont let me go with them, even while I am a person to. That means I have to spent  about 1k / 2k euros to buy proper gear just like I pay more than others for a good connection.
Some people haven't got an other solution just like Sgt Suicidal, but for the most off the laggers its just "The less money for the connection that makes me able to join a server". Who wants to play and is able to improve his or her ping needs to do that, else don't play.
A few laggers isn't that a problem on a server, but notice that laggers cause problems like timeouts, error processes and even crashes if they invoke a critical error.

I will explain this thing of Negative and Positive lag...

NEGATIVE LAG:

Lag, since you lag YOUR SELF and other players, like normal lag, but positive lag is normal lag -- Your game speed is same as Single player but you lag the SERVER, i mean, the PLAYERS. But, the negative lag is, you lag YOUR GAME and the players. Extremely common in MTA
POSITIVE LAG:

I have explained what the hell was it at Negative Lag, Positive Lag is, you lag the players, the game speed is the same of the single player.

Now a little thing i have added to my imagination :

Positive VS Negative lag:

This is a weird one, but i got it from Kaillera, but i have created now, you lag the game FPS, though the connection is good, high pingers like me at Kaillera has this strange lag, connection dosent lag, but FPS lags. Never saw this at MTA or SA:MP or MTA:SA or VC:MP, but in kaillera is very common, since FPS is the same to all in Kaillera, thats the Positive VS Negative lag... If you have high ping the FPS of the game is lower, but in singleplayer that may happen too -- but thats other thing:

NOT POSITIVE, NEITHER NEGATIVE LAG:

This lag is not with net, but if you have very thing consuming CPU of your PC, the game could lag a little, by response of keyboard and the FPS, if you put Bitlord, uTorrent, Bitcomet, 5 sites opened, MSN oppened, and more things u dont need to play consuming CPU usage, you will see some that lag... the Weird Normal Lag

Imagination if Grovyle --> Get urself a High end Imaginary Computer and a High end Imagynary Connection. x]
FPS Lag = Lot of Frame Drops = Computer cant handle your settings nor the game.
Actually its not lag at all, its just ur comp FPS dropping because it cant handle power the game needs.
Besides that, 5 sites opened, msn, torrent client, etc shouldn't cause a FPS Drop that is considering as enoying with a nowaday computer.
So the negative lag is just the computer (Whatever is may be, but mostly videocard that isnt able to put the amount of FPS on your screen.

I now have ISDN installed and to my disgust (with Sattelite Broadband), my ping has more than halved, i hope that is a more acceptible level, thx for your patience
