1911.dll is a Razor crack, which means your game is pirated. That should have been your first clue as to why it wasn't working.

True it is a crack, but perhaps he cracked the game so he doesnt have to leave the CD in the PC the whole time like everyone else does.

Like is it playable, I have an Intel HD aswell.

Yes, played it, and it runs ok... a slight graphics twitch every now and then, but hey, better than nothing.

I looked up for any info if you could run it, unfortunately I found nothing, but im glad to see you will be able to run it.

In process of downloading GTA IV, bought it from (game.co.uk) and they offer a download service, in all should take around 2hrs for all 15GB's as am downloading 3 parts at a time at around 1.6MB.

BTW, you have to use a commandline to be able to get up to 20FPS. See here. You can only do FIRST (you'll understand what I mean when you read the topic).
